How Much Does It Cost and How Long to Process SLF in Badung?

The most common question: how much does it cost?
Almost all prospective clients start with the question of cost. That is natural. However, for an existing building SLF, an honest answer cannot be a single figure without assessing the building, function, area, document status, and technical risks.
A building of 200 m² with neat as-built drawings is certainly different from a building of 200 m² that has changed function, has no drawings, has a complex MEP system, or requires additional inspections. Therefore, the JKK website uses estimates per m² as a starting point, not a promise of a final price.
SLF is not the same as the PBG levy
PP 16/2021 Pasal 276 paragraph (3) states that SLF issuance is free of charge. Pasal 302 paragraph (3) also states that SLF renewal is free of charge. What needs to be understood: this refers to the cost of issuing the SLF document from the government, not the professional service fees for preparing the technical assessment and assistance.
If the building does not yet have a PBG, there may be a PBG levy. The PBG levy formula is generally linked to the integrated index, local levy unit price, and building area. The exact figure depends on local government regulations and calculations in SIMBG. Since internal sources do not yet contain verifiable Badung levy figures, JKK does not display local levy figures as a claim.
JKK service estimates
To provide an initial overview, JKK uses service estimates starting from Rp 200.000/m² for residential homes, Rp 250.000/m² for simple commercial, and Rp 300.000/m² for complex commercial. These figures are consultant service estimates, not government levies.
The final estimate still depends on complexity, document completeness, and the technical condition of the building. If working drawings are lost, as-built drawings are needed from scratch. If the building has changed function, more careful mapping is required. If technical risks are found, repair recommendations can affect the cost and duration.
How long does the process take?
Duration also cannot be promised without an initial assessment. Available sources do not provide a single definitive figure for the entire existing SLF process. What can be certain: the process will be influenced by document completeness, the owner's response speed, inspection schedules, technical findings, and the SIMBG workflow.
If documents are complete, the building is relatively simple, and there are not many repairs, the process can move more smoothly. If documents are misplaced, the building has changed function, or there are technical findings, the time required will be longer. Therefore, JKK's initial consultation aims to read the reality of the building, not to sell duration figures that sound sweet.
Use the official calculator and service calculator
For the PBG levy, owners can use the official government feature at https://simbg.pu.go.id/#kalkulator-retribusi. For JKK service estimates, use the calculator on the pricing page. Both answer different things: one for the official levy, one for professional service estimates.
A healthy approach is to separate the cost items. The official levy is paid according to government mechanisms. Consultant fees are paid for audits, drawings, assessments, coordination, and assistance until the document is issued. This separation makes the cost conversation more transparent from the start.
Practical notes for building owners
The cost of an existing SLF cannot be determined solely by the building area. While the area does affect the service estimate, technical complexity is often a more decisive factor. A small villa with complete drawings and tidy conditions can be easier to process than a smaller building that has no documents, has changed functions, or requires a more detailed utility audit. Therefore, the price per square meter on the JKK website is written as a starting estimate, not the final price.
Duration should also be viewed in the same way. There is the consultant's working duration for surveys, measurements, as-built drawings, and technical assessments. There is also the duration of the SIMBG process and inspections by related parties. Owners can speed up the part within their control by preparing basic documents, providing survey access, and providing honest information about building changes from the start. The part in the official system still follows the applicable workflow and schedule.
