Fire Protection: SLF Safety Requirements
Active and passive fire protection systems are safety aspects tested for SLF, and their inspection involves the fire department.
Fire safety is a safety pillar
In the tourism area of Bali, multi-story accommodations face a real risk of fire. Therefore, building capability against fire hazards is designated as part of the safety aspects in PP 16/2021 Pasal 28 ayat (2) huruf b, on par with load-bearing capacity and protection against lightning and electricity.
This safety aspect is one of the four pillars of reliability inspected before the SLF is issued. This means that the fire protection system is not an accessory, but a condition that determines whether a building is declared fit for occupancy.
Two layers of defense: passive and active
PP 16/2021 Pasal 31 divides the fire protection system into passive protection and active protection. Passive protection (ayat (2)) includes the arrangement of architectural and structural components, access and water supply for fire fighting, and means of escape. Active protection (ayat (4)) includes extinguishing systems, detection and alarm systems, smoke control systems, and a fire control center.
In the functional suitability inspection, these details are reviewed in depth according to Pasal 220 ayat (5): access for fire engines and water supply (huruf a); means of escape such as exit routes, doors, assembly points, and emergency lighting (huruf b); fire-resistant doors and windows and smoke barrier partitions (huruf c); and standpipe systems, automatic sprinklers, pumps, portable fire extinguishers, detection, and alarms (huruf d).
Inspection involves the fire department
Fire protection is a mandatory item tested in the inspection of safety requirements for functional suitability (PP 16/2021 Pasal 220 ayat (1) huruf b). This inspection is not conducted solely by the Pengkaji Teknis.
PP 16/2021 Pasal 228 ayat (1) and (2) mandate that the inspection of the fire protection system be carried out by involving related agencies, through an owner's application to the competent authority, which in practice is the fire department. The involvement of this agency is a crucial part before a building is declared fit for function.
Readiness from design to site
For owners of accommodations or commercial buildings, preparing fire protection should begin at the design stage, rather than being patched up close to the inspection. A system designed according to standards from the outset is easier to prove functional during inspection.
