Who assesses your building plans

When a PBG application for a commercial or high-complexity building is submitted to SIMBG, the documents are not merely checked administratively. PP 16/2021 Pasal 232 regulates the Expert Professional Team (TPA), an independent team consisting of representatives from professional associations, engineering experts, and academics, who assess design reliability.

For simple residential housing, the assessment is conducted by the Technical Assessment Team (TPT) from the internal government (Pasal 235). Commercial villas, restaurants, and business buildings generally go through the TPA channel due to their function and complexity.

Consultation phase time limits

The SIMBG digital system provides timeline certainty for the planning consultation phase. PP 16/2021 Pasal 254 ayat (8) stipulates that consultation through the TPA channel is to be completed within a maximum of 28 working days with a limit of 5 reviews. The first review is conducted within a maximum of 3 working days from registration (Pasal 254 ayat (9)).

It is important to understand that the figure of 28 working days and five reviews is the limit for the planning consultation phase, not the total time until the PBG is issued. The issuance stage is regulated separately. It should also be noted that the five-review limit applies to the TPA channel; the TPT channel for simple houses is limited to a maximum of 5 working days (Pasal 257), not five reviews.

What the TPA assesses

The TPA analyzes the design from multiple angles simultaneously: architectural suitability with local guidelines, structural strength against loads, fire protection systems, and mechanical, electrical, and plumbing completeness. As it is interdisciplinary, technical documents that are weak in any single aspect can trigger a revision request.

If the design meets technical standards, the applicant receives a Statement of Technical Standards Fulfillment, which forms the basis for calculating retribution fees before the PBG is issued. Therefore, the limit on the number of reviews encourages applicants to prepare robust documents from the start, rather than relying on repeated revisions.

Preparation determines a smooth process

These time and review limits actually benefit prepared applicants by ending endless back-and-forth processes. Conversely, incomplete documents risk exhausting review opportunities without reaching a technical agreement.
